How The Electorate Works in Sweden

The Riksdag is comprised of 349 seats, which are elected via open list proportional representation. An electoral threshold of four percent of the national vote or 12 percent within a constituency is needed for any party to claim a seat.
Of the 349 seats, 310 are elected from 29 constituencies, which range from two to 40 seats. The remaining 39 seats are apportioned nationally and are considered leveling seats, which ensures that the parties that passed the four percent threshold can hold a proportional number of the seats.
If a party wins more constituency seats at the General Election than it is entitled to, a redistribution of constituency seats will occur to reduce the seats that have been won. So, there is an equal distribution, and no one party can hold every seat: if they get above four percent, each party has a voice.
